Minutes of the last Meeting The Minutes of the Cabinet Committee (Street Naming) meeting held on the 15th September 2021 were submitted for approval as a correct record.

Street Naming Proposal - Britannia Street, Great Harwood To seek approval for the naming of the following Streets for a new-build residential development located off Britannia Street, Great Harwood.
i. CHIMNEY AVENUE (street name) ii. SAW MILL CLOSE (street name)
Recommended - That the streets be named as set out above.

Minutes: The Chief Planning and Transportation Officer submitted a report to seek approval for the naming of the following streets for a new-build residential development located off Britannia Street, Great Harwood with 53 dwellings.
The street names proposed were: - Chimney Avenue - Saw Mill Close
The suggested street names are related to the view of the existing mill chimney and the former site of the mill site named Saw Mill and the developer is keen to maintain the history of the site.
The Committee Members had a discussion on the street names suggested and they agreed on Saw Mill Close only. Further discussions to take place regarding another street name as Chimney Avenue wasn’t accepted.
Resolved – That the Street name Saw Mill Close agreed.
- That the Committee agreed The Chair of Planning and Transportation receive delegated powers to name the second street in consultation with the Chair of the Committee and its Members. The Street name Reed Avenue was subsequently approved in consultation with the Chair and members of the Committee.

Street Naming Proposal - Clayton Triangle, Whalley Road/Mill Entrance, Clayton le Moors To seek approval for the naming of the following Streets for a new-build residential development located off Whalley Road/Mill Entrance, Clayton le Moors.
i. BARGE VIEW (street name) ii. NAVIGATION AVENUE (street name) iii. OLD MILL WAY (street name) iv. SPINDLE MEWS (street name) v. COTTON FIELD CLOSE (street name)
Also the two apartment buildings:-
CANAL POINT (for the four storey apartment block which is located at Plots 96 to 127 on the site plan). COTTON QUAY (for the three storey block which is located at Plots 75 to 95 on the site plan).
Recommended - That the streets and two apartment buildings be named as set out above.

The Street names proposed were: - Barge View - Navigation Avenue - Old Mill Way - Spindle Mews - Cotton Field Close
And 2 apartment building names proposed were: - Canal Point - Cotton Quay
The suggested names above reflect the history of the development site of the former Canal Mills/Soap Works and is also adjacent to the Leeds and Liverpool Canal.
The Committee Members had a discussion on the Street names and felt the connection was very relevant. They agreed on Navigation Avenue, Old Mill Way, Spindle Mews, Cotton Field Close and Canal Point and Cotton Quay. Further discussions to take place as Barge View wasn’t accepted.
Resolved – That the Street names Navigation Avenue, Old Mill Way, Spindle Mews, Cotton Field Close were agreed.
- That the 2 Apartment buildings Canal Point View and Cotton Quay were agreed.
- That the Committee agreed The Chair of Planning and Transportation receive delegated powers to name the remaining street in consultation with the Chair of the Committee and its Members. The Street name Widebeam View was subsequently approved in consultation with the Chair and members of the Committee.
