Progress in Delivering Energy Efficiency Measures in Hyndburn Domestic Properties PDF 519 KB Committee are requested to consider the attached report which provides:
· Information about the range of energy efficiency measures installed in domestic properties in Hyndburn through various energy funding programmes and grant schemes. · A summary of the approach taken by the Council to promote funding opportunities, engage residents and support them to apply for funding. · Progress made in increasing awareness and take up of funding since the introduction of a ‘Home Energy Reduction Officer’ (HERO) post.
Recommended - That Committee note the progress made in delivering energy efficiency measures to domestic properties in Hyndburn through energy funding programmes and grant schemes.

Impact of Houses of Multiple Occupation (HMOs) on Hyndburn PDF 522 KB To advise Members on the impacts of HMOs on areas within Hyndburn and update Members on the progress being made towards the making of an article 4 Direction that would require planning permission for Houses in Multiple Occupation.
Recommended (1) That the work being undertaken on the preparation of the evidence base for an Article 4 Direction in Hyndburn continues;
(2) That the work being undertaken on the development of a policy to determine planning applications for Houses in Multiple Occupation continues; and
(3) We would like to take this opportunity to provide the member of this committee an overview on the impact of the HMOs and children’s home on the Borough, and to invite observation on the findings of the Article 4 Direction works so far.
