11/24/0177 - 463 Whalley Road, Clayton Le Moors, BB5 5RP PDF 385 KB FULL: Proposed change of use from dwellinghouse (Class C3) to Children’s Care Home (Class C2) for a maximum of 2 children; construction of rear dormer roof extension and insertion of roof lights on front roof slope to provide two additional bedrooms on the second floor.
Minutes: Mr Adam Birkett Planning Manager presented the report to the committee.
The update sheet was read out, informing the committee of further objections.
The application was a proposed change of use from a Dwelling House (Class C3) to a Children’s Care Home (Class C2) for a maximum of 2 children; construction of a rear dormer roof extension and insertion of roof lights on a front roof slope to provide two additional bedrooms on the second floor.
This application was deferred from the previous Planning Committee pending a site visit which was carried out on the 04/09/2024.
There had been 8 objections from residents and an additional objection from Councillor Melissa Fisher.
The application was recommended for approval.
Members of the committee discussed the parking issues and travel plan, the potential impact on neighbours and the potential overdevelopment of the site.
Resolved – That the application was refused due to the impact on neighbourhood amenity, increased need for parking and the overdevelopment of the site.
