Town and Country Planning Act 1990- Planning Applications for Determination The attached report sets out recommended action on the following planning applications:
3A - 11/16/0302: Change of use of ground floor A1 shops (Off licence) to A5 hot food takeaway 145 Manchester Road, Accrington
3B - 11/16/0243: Major Full: Change of use from church to 11 No apartments, 1 No 9 Bed HMO with associated external changes Cannon Street Baptist Church, 14 Cannon Street, Accrington
Recommended - That the applications be determined as set out in the report.

The Chief Planning and Transportation Officer submitted a report setting out recommended action on the following planning application.
Resolved - That the following planning permission be refused subject to the conditions as per the report:-
11/16/0302 Change of use of ground floor a1 shops (off licence) to a5 hot food takeaway 145 Manchester Road, Accrington
N.B. (1) Ms Claire Ainsworth spoke at the committee in support of the above planning application and against the Officer’s recommendation to refuse planning permission.
(2) There was an error on page two of the report which stated the A680 Burnley Road, this was incorrect and should have read the A680 Manchester Road.
(3) There was an error on page seven of the report which stated in the recommendation policy E10 of the Hyndburn Core Strategy. This was incorrect and should have read policy E10 of the Hyndburn Local Plan. |

The following item is submitted as urgent business with the Chair’s agreement in accordance with Section 100B(4) of the Local Government Act 1972.
The reasons being to ensure the latest up to date information was included in the report.

The Chief Planning and Transportation Officer submitted an exempt report in a supplementary agenda setting out recommended action on the following enforcement case.
Land at Haslingden Old Road (Home Farm), Oswaldtwistle without planning permission and the erection of a timber framed structure with corrugated sheeting and construction of a blockwork building (purpose unknown).
Resolved - That Planning Committee approved legal proceedings in respect of a failure to comply with an enforcement notice to remedy the breach of planning control subject to the recommendation as per the report. |
