Minutes of Last Meeting held on 21st March 2019 To submit the Minutes of the Communities and Wellbeing Overview and Scrutiny Committee held on 21st March 2019 for approval as a correct record. Recommended - That the Minutes be approved as a correct record.
Minutes: The Minutes of the meeting of the Communities and Wellbeing Overview and Scrutiny Committee held on Thursday, 21st March 2019 were submitted for approval as a correct record.
Resolved - That the Minutes be received and approved as a correct record.

Appointment of Co-optees To inform Members of the Overview and Scrutiny Committee of the Co-optee appointments made by Council on 16th May 2019. Recommended (1) That Members note the re-appointment of Honorary Alderman Paul Barton, Honorary Alderman Ian Ormerod and Honorary Freeman Bernard Dawson as Co-optees to the Resources Overview and Scrutiny Committee; (2) That Members note the re-appointment of Honorary Freeman Bernard Dawson as Co-optee to the Communities and Wellbeing Overview and Scrutiny Committee; (3) That the Committee notes the previous appointment of Honorary Alderman Doug Hayes as Co-optee to the Communities and Wellbeing Overview and Scrutiny Committee covering the Municipal Year 2019/20; (4) That the Committee note the amendment to Rule C2 of the Overview and Scrutiny Procedure Rules as set out in the appendix of this report; and (5) That the Communities note the appointment of Gareth Molineux as new Co-optee to the Resources Overview and Scrutiny Committee.
Minutes: The Overview and Scrutiny Officer submitted a report to inform Members of the Overview and Scrutiny Committees appointment of Co-optees made by Full Council on 16th May 2019. Resolved (1) That the following re-appointment of Co-optees to the Resources Overview and Scrutiny Committee be noted: - Honorary Alderman Paul Barton - Honorary Alderman Ian Ormerod - Honorary Freeman Bernard Dawson (2) That the Communities and Wellbeing Overview and Scrutiny Committee re-appoint Honorary Freeman Bernard Dawson as Co-optee to the Community and Wellbeing Overview and Scrutiny Committee; (3) That Committee noted the previous appointment of Honorary Alderman Doug Hayes as Co-optee to the Communities and Wellbeing Overview and Scrutiny Committee, covering the Municipal Year 2019/20; (4) That the Committee noted the amendment to Rule C2 of the Overview and Scrutiny Procedure Rules as set out in the appendix to the report; and (5) That the Committee noted the appointment of Gareth Molineux as new Co-optee to the Resources Overview and Scrutiny Committee.

Scrutiny Work Programme To approve the Overview and Scrutiny Work Programmes for 2019/20, to be submitted to the next meeting of Cabinet.
Recommended - That Members approve the 2019/20 Overview and Scrutiny Work Programme for the Communities and Wellbeing Overview and Scrutiny Committee to be submitted the next meeting of Cabinet.
Minutes: The Overview and Scrutiny Officer submitted a report to approve the Overview and Scrutiny Work Programmes for 2019/20, to be submitted to the next meeting of Cabinet.
The Chair informed the meeting that the Work Programme still had a slot free for the December Communities and Wellbeing Overview and Scrutiny Committee and invited Members to submit any proposal for items for scrutiny.
Councillor McGinley suggested that ‘Mental Health’ was added to the Work Programme and referred to a number of issues that had arisen locally and nationally that had had an impact on patients such as delays in seeking treatment and the location of the hospitals patients were being admitted to. It was suggested that this issue had many depths to be considered and the Overview and Scrutiny Officer and the Chair agreed to consider adding this item to the Work Programme. Resolved (1) That the Work Programme for the Municipal Year 2019/20 be approved subject to the addition of a proposed further item ‘Mental Health’ to be added to the Work Programme and any additional items raised during the year; and (2) That the Work Programme for 2019/20 be submitted to the next meeting of Cabinet.

Update on Scrutiny Statutory Guidance To update Members of the Overview and Scrutiny Committees on the Scrutiny Statutory Guidance. Recommended - That the report be noted.
Additional documents: Minutes: The Overview and Scrutiny Officer submitted a report and appended the New Statutory Guidance on Overview and Scrutiny in Local Government. He reported that the Guidance offered ideas and a framework within which local scrutiny functions would need to find their own solutions. He recommended that Members read the Guidance, attached as appendix 1 to the report. Resolved - That the report be noted.
