Special Urgency Notice -  LGR Implementation Reserve

This decision will be taken under urgency procedures.

Reason for urgency:
A programme for LGR across Lancashire has been established, and an initial Implementation Reserve of £30m has been agreed. The purpose of the Reserve is to fund capacity within the LGR Programme to ensure that the new unitary authorities can provide safe and legal services from 1st April 2028.

The government recently announced its preferred option for Local Government Reorganisation (LGR) in Lancashire and work on the LGR Programme is continuing to gather momentum.

The next meeting if the Cabinet is not until 2nd September 2026. Any delay to signing up to the Assurance Framework could jeopardise the timely achievement of critical milestones for the various workstreams within the LGR Programme.

Genera Urgency Notice - Renewal of Grant Awards to Maundy Relief, Stepping Stone Ltd and HARV Outreach Team for the period 2026-29

This decision will be taken under urgency procedures.

Reason for urgency:
The funding was awarded to the Council via a grant determination letter (dated 6th May 2026) and consultations have been underway since that date with partner bodies. The next meeting of the Cabinet is not until 2nd September 2026.

The proposal will ensure that the grant is passported to the various partner organisations as soon as possible in 2026 and may help in providing greater assurance to Maundy Relief, Stepping Stone Ltd and HARV Outreach Team regarding future funding and perhaps confirmation of funding at an earlier stage in the financial year.
