Apologies for Absence, Substitutions, Declarations of Interest and Dispensations
An apology for absence was submitted for Councillor Jean Battle MBE and Councillor Chris Knight acted as a substitute.
A declaration of interest was submitted from Councillor Paddy Short and therefore sent apologies. Councillor Loraine Cox acted as a substitute.
Chair announced this would have been Councillor Jean Battle’s last Planning Committee, she has served the Council over 20 years and will be greatly missed for her dedication to this Borough in more ways than one. All at Planning Committee wish her well and thanked her for her contribution over the years.
To submit the minutes of the Planning Committee held on the 24th March 2021 for approval as a correct record.

The attached report sets out recommended action on planning application 3A –11/20/0204 - Land adjacent to Charter Street, Accrington BB6 0LF.
Recommended – That the application be determined as set out in the report.
The Chief Planning and Transportation Officer submitted a report setting out recommended action on the following application.
Resolved – That the following planning application be approved, subject to the applicant first entering into a legal agreement covering the matters set out in the officers report, and subject to the planning conditions recommended in the officers report. Delegated powers be granted to the Chief Planning Officer to finalise the wording of the conditions and incorporate the conditions recommended by Network Rail.
